Nearly 4,000 village courts are to be set up in India to help tackle the growing number of pending cases in courts, Supreme Court Chief Justice KG Balakrishnan said on Sunday."Nearly 4,000 gram nayalayas would be soon set up across the country. A bill will be introduced in Parliament and necessary legislation will be in place in a year or two," he said at a function here. Justice Balakrishnan stressed the need for increasing the number of courts in the country, reports IANS. "There is a need for increasing the number by 10 to 15 per cent to dispose off a huge number of accumulated cases," he said. "In some states, the backlog is as high as seven to eight lakh cases. A large number of vacancies of judicial officials are also adding to the problem," he said. For cutting down the backlog and reducing the load on the judiciary, he asked the Bar to come forward and called for a change in the style of the judiciary's functioning. On the setting up of evening courts in some places, Balakrishnan said that the apex court's initiative of starting such courts in New Delhi, Hyderabad and Ahmedabad was quite successful. "We now are planning to start such courts in other states too," he said. He expressed concern over the failure of some states to implement the recommendations of the First National Judicial Pay Commission. The Supreme Court had asked the states and union territories to implement this with effect from April 1, 2003. Justice Jagdish Bhalla, chief justice of the Himachal Pradesh high court, said that the government had agreed to open a Law University in the hill state."The decision would contribute towards providing quality law education in the state," he said.

The Union Public Service Commission (UPSC) will hold the Indian Forest Service Examination 2009 for recruitment to the 75 Indian Forest Service Officers commencing from 11th July 2009.
Eligibility:
Age : Not less than 21 years and not more than 30 years as on 1st July, 2009. The upper age is relaxable for SC/ST/OBC and certain other categories of candidates to the extent specified in the Notice.
Educational Qualification: Bachelor's degree of any recognised university with at least one of the subjects namely Animal Husbandry and Veterinary Science, Botonoy, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology or a Bachelor's degree in Agriculture, Forestry or in Engineering or an equivalent qualification.
Physical Standards: Candidates must be physically fit according to the Regulations given in notice.
Number of attempts: The maximum number of attempts persmissible to different categories of aspirants, who are otherwise eligible, will be as (i) General Category - 4 attempts, (ii) OBC - 7 attempts (iii) SC/ST - No limit

बेरोजगारी भत्ता भी बढाया
लोकसभा चुनाव की तैयारी तेज़ करते हुए सीएम हुड्डा ने प्रदेश के बजट से पहले ही सभी वर्गों के लिए चुनावी तोहफों का एलान कर दिया। खास बात यह रही कि बजट में यह घोषणाएं शामिल नहीं हैं। बुढापा पेंशन को बढाकर पांच सौ रुपये कि घोषणा कर दी और इसी के साथ बेरोजगारी भत्ता और विधवा पेंशन में भी इजाफा करने कि घोषणा सीएम ने सदन में की। मुख्यमंत्री ने इस तरह अपनी ही सरकार के बजट को बौना साबित कर सरकार पर अपनी मजबूत पकड़ साबित कर दी। कुछ दिन पूर्व ही वित्त मंत्री बिरेंदर सिंह ने मुख्यमंत्री पड़ की लडाई जारी रखने का एलान किया था। इस तरह सीएम ने उन्हें बौना साबित कर उसका जवाब दे दिया है। इस तरह कांग्रेस की लडाई ने एक नया रंग ले लिया है।
हुड्डा ओर से की गई घोषणाओं में पंचायती राज संस्थाओं के प्रतिनिधि, आंगनबाड़ी कार्यकरता, बेसहारा बच्चे, विधवाएं, वरिष्ठ नागरिक तथा सेवानिवृत्त कर्मचारी शामिल है। इनके लिए लगभग 700 करोड़ रुपये की अनेक योजनाओं की घोषणा की हैं और ये सभी योजनाएं 1 अप्रैल से लागू होंगी। बुढ़ापा पेंशन 300 रुपये से बढ़ाकर 500 रुपये, विधवा पेंशन 350 रुपये से बढ़ाकर 550 रुपये, 70 प्रतिशत विकलांग व्यक्तियों का भत्ता 300 रुपये से बढ़ाकर 500 रुपये, शत प्रतिशत विकलांग भत्ता 600 रुपये से बढ़ाकर 750 रुपये, बेसहारा बच्चों का मासिक भत्ता 100 रुपये से बढ़ाकर 200 रुपये किया गया है। विज्ञान नहीं पढ़े 12वीं पास लोगों का बेरोजगारी भत्ता 300 रुपये से बढ़ाकर 500 रुपये, विज्ञान पढ़े स्नातक युवकों का बेरोजगारी भत्ता 500 रुपये प्रतिमाह से बढ़ाकर 750 रुपये, विज्ञान स्नातक बेरोजगार भत्ता 750 रुपये से बढ़ाकर 1000 रुपये,12वीं पास सामान्य व विज्ञान शिक्षित युवतियों का बेरोजगारी भत्ता 450 रुपये से बढ़ाकर 900 रुपये, विज्ञान स्नातक तथा सामान्य स्नातक बेरोजगार महिलाओं का बेरोजगारी भत्ता 750 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह किया गया है। स्वतंत्रता सेनानी पेंशन में शामिल निर्धारित चिकित्सा भत्ते को 250 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया गया है। हुड्डा ने घोषणा की कि जिला परिषद के प्रधान का मानदेय 4000 रुपये प्रतिमाह से बढ़ाकर 6000 रुपये, उप-प्रधान का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 4500 रुपये तथा सदस्य जिला परिषद का मानदेय 1000 से बढ़ाकर 2000 रुपये प्रतिमाह करने की घोषणा की है। जो पहली अप्रैल 2009 से लागू होगी। इसी प्रकार पंचायत समिति के प्रधान का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 4500 रुपये प्रतिमाह तथा सदस्य पंचायत समिति का मानदेय 500 रुपये से बढ़ाकर 1000 रुपये प्रतिमाह किया जाएगा। इतना ही नहीं सरपंच का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा पंच का मासिक भत्ता 200 रुपये से बढ़ाकर 400 रुपये प्रतिमाह किया जाएगा। नगर निगम के मेयर का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 5000 रुपये प्रतिमाह, वरिष्ठ उप-मेयर का मानदेय 2000 रुपये प्रतिमाह से बढ़ाकर 3000 रुपये, उप-मेयर का मानदेय 1500 रुपये प्रतिमाह से बढ़ाकर 2000 रुपये प्रतिमाह तथा पार्षद का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह करने की घोषणा की गई है। मुख्यमंत्री ने बताया नगर परिषद के प्रधान का मानदेय 2000 रुपये प्रतिमाह से बढ़ाकर 3000 रुपये प्रतिमाह, उप-प्रधान का मानदेय दोगुणा करते हुए 1000 रुपये से बढ़ाकर 2000 रुपये प्रतिमाह करने की घोषणा की है। इसके साथ ही नगर परिषद के पार्षद का मानदेय भी 1000रुपये प्रतिमाह से बढ़ाकर 1500 रुपये प्रतिमाह किया। उन्होंने घोषणा की कि नगरपालिका के प्रधान को 1500 रुपये प्रतिमाह की अपेक्षा 2500 रुपये प्रतिमाह का मानदेय दिया जाएगा जबकि उप-प्रधान का मानदेय दोगुणा करके 1000 रुपये प्रतिमाह से बढ़ाकर 2000 रुपये प्रतिमाह किया गया है। नगरपालिका सदस्य को 500 रुपये प्रतिमाह के स्थान पर 1000 रुपये प्रतिमाह का मानदेय दिया जाएगा। हुड्डा ने घोषणा की कि चौकीदार का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा वार्षिक वर्दी भत्ता 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा सीटी, लाठी और बैटरी का वार्षिक भत्ता भी 250 रुपये से बढ़ाकर 500 रुपये किया जाएगा। उन्होंने बताया कि नंबरदारों का मानदेय भी 500 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया जाएगा। हुड्डा ने आंगनबाड़ी कार्यकत्र्ताओं का मानदेय 500 रुपये प्रतिमाह से बढ़ाकर 1500 रुपये प्रतिमाह करने की घोषणा की है और आंगनबाड़ी हैल्पर्स का मानदेय 400 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया जाएगा। मुख्यमंत्री ने कहा कि हरियाणा प्रदेश दुग्ध उत्पादन के मामले में देश में प्रथम स्थान पर है और प्रदेश में दुग्ध उत्पादकों को बढ़ावा देने के उद्देश्य से मुख्यमंत्री ने घोषणा की कि राज्य में सरकार द्वारा मिल्क सबसिडी प्रदान की जाएगी। इस उद्देश्य के लिए हरियाणा सरकार द्वारा 50 करोड़ रुपये की राशि का प्रावधान किया गया है। उन्होंने कहा कि प्रदेश में सरकार द्वारा प्राथमिक स्तर पर अंग्रेजी अध्यापकों के लिए एक अलग से काडर बनाने का फैसला किया गया है और इस योजना के अंतर्गत प्रदेश में 1000 अंग्रेजी अध्यापक नियुक्त किए जाएंगे। शहरी क्षेत्रों में मकानों की समस्या का समाधान करने के उद्देश्य से मुख्यमंत्री ने घोषणा की है कि शहरी क्षेत्रों में सरकार द्वारा जगाधरी, फरीदाबाद, पलवल, हिसार, सोनीपत तथा अम्बाला में 15000 मकान बनाए जाएंगे। उन्होंने क हा कि इसी प्रकार से शहरी क्षेत्रों के आसपास 15000 मकान प्राइवेट सेक्टरों में बनाए जा रहे हैं। इन्हीं मकानों की तरह बहादुरगढ, गुड़गांव, हिसार, जींद, कै थल , रोहतक तथा सिरसा में भी 16356 मकान बनाए गए हैं। इसी प्रकार प्राइवेट सैक्टरों में भी 15000 मकान बनाए जाएंगे।

हुड्डा ओर से की गई घोषणाओं में पंचायती राज संस्थाओं के प्रतिनिधि, आंगनबाड़ी कार्यकरता, बेसहारा बच्चे, विधवाएं, वरिष्ठ नागरिक तथा सेवानिवृत्त कर्मचारी शामिल है। इनके लिए लगभग 700 करोड़ रुपये की अनेक योजनाओं की घोषणा की हैं और ये सभी योजनाएं 1 अप्रैल से लागू होंगी। बुढ़ापा पेंशन 300 रुपये से बढ़ाकर 500 रुपये, विधवा पेंशन 350 रुपये से बढ़ाकर 550 रुपये, 70 प्रतिशत विकलांग व्यक्तियों का भत्ता 300 रुपये से बढ़ाकर 500 रुपये, शत प्रतिशत विकलांग भत्ता 600 रुपये से बढ़ाकर 750 रुपये, बेसहारा बच्चों का मासिक भत्ता 100 रुपये से बढ़ाकर 200 रुपये किया गया है। विज्ञान नहीं पढ़े 12वीं पास लोगों का बेरोजगारी भत्ता 300 रुपये से बढ़ाकर 500 रुपये, विज्ञान पढ़े स्नातक युवकों का बेरोजगारी भत्ता 500 रुपये प्रतिमाह से बढ़ाकर 750 रुपये, विज्ञान स्नातक बेरोजगार भत्ता 750 रुपये से बढ़ाकर 1000 रुपये,12वीं पास सामान्य व विज्ञान शिक्षित युवतियों का बेरोजगारी भत्ता 450 रुपये से बढ़ाकर 900 रुपये, विज्ञान स्नातक तथा सामान्य स्नातक बेरोजगार महिलाओं का बेरोजगारी भत्ता 750 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह किया गया है। स्वतंत्रता सेनानी पेंशन में शामिल निर्धारित चिकित्सा भत्ते को 250 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया गया है। हुड्डा ने घोषणा की कि जिला परिषद के प्रधान का मानदेय 4000 रुपये प्रतिमाह से बढ़ाकर 6000 रुपये, उप-प्रधान का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 4500 रुपये तथा सदस्य जिला परिषद का मानदेय 1000 से बढ़ाकर 2000 रुपये प्रतिमाह करने की घोषणा की है। जो पहली अप्रैल 2009 से लागू होगी। इसी प्रकार पंचायत समिति के प्रधान का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 4500 रुपये प्रतिमाह तथा सदस्य पंचायत समिति का मानदेय 500 रुपये से बढ़ाकर 1000 रुपये प्रतिमाह किया जाएगा। इतना ही नहीं सरपंच का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा पंच का मासिक भत्ता 200 रुपये से बढ़ाकर 400 रुपये प्रतिमाह किया जाएगा। नगर निगम के मेयर का मानदेय 3000 रुपये प्रतिमाह से बढ़ाकर 5000 रुपये प्रतिमाह, वरिष्ठ उप-मेयर का मानदेय 2000 रुपये प्रतिमाह से बढ़ाकर 3000 रुपये, उप-मेयर का मानदेय 1500 रुपये प्रतिमाह से बढ़ाकर 2000 रुपये प्रतिमाह तथा पार्षद का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह करने की घोषणा की गई है। मुख्यमंत्री ने बताया नगर परिषद के प्रधान का मानदेय 2000 रुपये प्रतिमाह से बढ़ाकर 3000 रुपये प्रतिमाह, उप-प्रधान का मानदेय दोगुणा करते हुए 1000 रुपये से बढ़ाकर 2000 रुपये प्रतिमाह करने की घोषणा की है। इसके साथ ही नगर परिषद के पार्षद का मानदेय भी 1000रुपये प्रतिमाह से बढ़ाकर 1500 रुपये प्रतिमाह किया। उन्होंने घोषणा की कि नगरपालिका के प्रधान को 1500 रुपये प्रतिमाह की अपेक्षा 2500 रुपये प्रतिमाह का मानदेय दिया जाएगा जबकि उप-प्रधान का मानदेय दोगुणा करके 1000 रुपये प्रतिमाह से बढ़ाकर 2000 रुपये प्रतिमाह किया गया है। नगरपालिका सदस्य को 500 रुपये प्रतिमाह के स्थान पर 1000 रुपये प्रतिमाह का मानदेय दिया जाएगा। हुड्डा ने घोषणा की कि चौकीदार का मानदेय 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा वार्षिक वर्दी भत्ता 1000 रुपये से बढ़ाकर 1500 रुपये प्रतिमाह तथा सीटी, लाठी और बैटरी का वार्षिक भत्ता भी 250 रुपये से बढ़ाकर 500 रुपये किया जाएगा। उन्होंने बताया कि नंबरदारों का मानदेय भी 500 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया जाएगा। हुड्डा ने आंगनबाड़ी कार्यकत्र्ताओं का मानदेय 500 रुपये प्रतिमाह से बढ़ाकर 1500 रुपये प्रतिमाह करने की घोषणा की है और आंगनबाड़ी हैल्पर्स का मानदेय 400 रुपये प्रतिमाह से बढ़ाकर 750 रुपये प्रतिमाह कर दिया जाएगा। मुख्यमंत्री ने कहा कि हरियाणा प्रदेश दुग्ध उत्पादन के मामले में देश में प्रथम स्थान पर है और प्रदेश में दुग्ध उत्पादकों को बढ़ावा देने के उद्देश्य से मुख्यमंत्री ने घोषणा की कि राज्य में सरकार द्वारा मिल्क सबसिडी प्रदान की जाएगी। इस उद्देश्य के लिए हरियाणा सरकार द्वारा 50 करोड़ रुपये की राशि का प्रावधान किया गया है। उन्होंने कहा कि प्रदेश में सरकार द्वारा प्राथमिक स्तर पर अंग्रेजी अध्यापकों के लिए एक अलग से काडर बनाने का फैसला किया गया है और इस योजना के अंतर्गत प्रदेश में 1000 अंग्रेजी अध्यापक नियुक्त किए जाएंगे। शहरी क्षेत्रों में मकानों की समस्या का समाधान करने के उद्देश्य से मुख्यमंत्री ने घोषणा की है कि शहरी क्षेत्रों में सरकार द्वारा जगाधरी, फरीदाबाद, पलवल, हिसार, सोनीपत तथा अम्बाला में 15000 मकान बनाए जाएंगे। उन्होंने क हा कि इसी प्रकार से शहरी क्षेत्रों के आसपास 15000 मकान प्राइवेट सेक्टरों में बनाए जा रहे हैं। इन्हीं मकानों की तरह बहादुरगढ, गुड़गांव, हिसार, जींद, कै थल , रोहतक तथा सिरसा में भी 16356 मकान बनाए गए हैं। इसी प्रकार प्राइवेट सैक्टरों में भी 15000 मकान बनाए जाएंगे।
Haryana के बजट में 3384 करोड़ का घाटा
हरियाणा अब राजस्व घाटे वाला राज्य बन जाएगा। वित्तमंत्री चौ. बीरेंद्र सिंह द्वारा पेश बजट में 3384.06 करोड़ रुपये का घाटा दिखाया गया है। गौरतलब है कि वर्ष 2008-09 के बजट में राज्य को 1414.48 राजस्व लाभ था। बजट पेश होने से पहले सदन में मुख्यमंत्री द्वारा की गई 700 करोड़ की लुभावनी घोषणाओं का बजट में कोई प्रावधान नहीं है। वित्तमंत्री ने बताया कि 500 करोड़ का प्रबंध अनुपूरक मांगों से कर लिया जाएगा। मतलब साफ है कि घोषणाओं के पूरे 700 करोड़ का इंतजाम इस साल में नहीं किया जाएगा।
इस प्रकार बजट में 500 करोड़ का और राजस्व घाटा बढ़ जाएगा। भाषण में बीरेंद्र सिंह ने कहा कि साल 2009-10 के बजट में राजस्व प्राप्तियां 22,437 करोड़ है जबकि राजस्व खर्च 25,281.06 करोड़ है। इस प्रकार राजस्व घाटा 3,384.06 करोड़ रुपये का है। वित्तमंत्री ने कहा कि 2008-09 के 6,650 करोड़ रुपये के बजट जोकि संशोधित करके 7130 करोड़ रुपये का कर दिया था के मुकाबले वर्ष 2009-10 की वार्षिक योजना का प्रस्तावित आबंटन 10 हजार करोड़ रुपये है जो 50.38 प्रतिशत वृद्घि दर्शाता है। इसके अतिरिक्त केंद्र द्वारा प्रायोजित योजनाओं और अन्य विकास योजनाओं के लिए 1,195.62 करोड़ रुपये का खर्च भी योजना में शामिल किया गया है जिससे 2009-10 के बजट अनुमानों में योजनागत खर्च बढ़कर 11,195.62 करोड़ रुपये हो गया है।
मंदी से निपटने का पूरा इंतजाम
प्रदेश के वित्तमंत्री बीरेंद्र सिंह ने शुक्रवार को विधानसभा में वर्ष 2009-10 का बजट पेश करते हुए 1500 करोड़ रुपये का विशेष आर्थिक प्रोत्साहन पैकेज शुरू करने की घोषणा की। इसके तहत प्रदेशभर में विभिन्न आधारभूत संरचना क्षेत्रों में परियोजनाएं लागू करके आगामी दो वर्ष के दौरान लगभग 1500 करोड़ रुपये खर्च किया जाना प्रस्तावित है। इन परियोजनाओं की संसाधन आवश्यकताओं को पूरा करने के लिए बजट अनुमान 2009-10 में 625 करोड़ रुपये का प्रावधान किया गया है।

अस्पतालों का दर्जा बढेगा
वित्तमंत्री ने कहा कि आगामी वित्त वर्ष के दौरान 100 करोड़ रुपये की लागत से गुड़गांव, हिसार, भिवानी, फरीदाबाद, सोनीपत एवं रोहतक में छह जिला अस्पतालों का दर्जा बढ़ाकर उन्हें स्टेट-ऑफ दी आर्ट बहु विशेषज्ञ अस्पताल बनाया जाएगा। आने वाले वषरें में शेष जिला अस्पतालों का दर्जा बढ़ाया जाएगा। उन्होंने कहा कि 300 करोड़ रुपये की लागत से जिला सोनीपत के खानपुर कलां में 500 बिस्तर वाले अस्पताल के साथ एक महिला मेडिकल कालेज भी स्थापित किया जाएगा और इसमें से 100 करोड़ रुपये की राशि आगामी वित्त वर्ष के दौरान खर्च की जाएगी। उन्होंने कहा कि 500 करोड़ रुपये के निवेश के साथ आगामी दो वर्षो के दौरान कस्बों में अच्छी एवं टिकाऊ जलापूर्ति एवं सीवरेज की सभी सुविधाएं उपलब्ध करवाई जाएंगी। उन्होंने कहा कि प्रथम चरण में 16 कस्बों नामत: भिवानी, हांसी, जींद, महेन्द्रगढ़, नारनौल, नरवाना, सिरसा, थानेसर, टोहाना, उचाना, अम्बाला शहर, चरखी दादरी, पटौदी, समालखा, गोहाना एवं सोनीपत के लिए प्रस्तावित हैं। उन्होंने बताया कि मानसिक एवं शारीरिक रूप से अक्षम, बेसहारा महिलाओं, बच्चों एवं वरिष्ठ नागरिकों के लिए विशेष देखभाल प्रोत्साहन पैकेज के तहत समाज सेवी संस्थाओं का तंत्र विकसित किया जाएगा। इसके लिए अगले दो वषरें में इस कार्य पर 100 करोड़ रुपये खर्च करेगी। बीरेंद्र सिंह ने कहा कि विशेष प्रोत्साहन पैकेज के तहत राज्य सरकार राज्यभर में ग्रामीण तालाबों के री-मॉडल का कार्य करेगी। प्रथम चरण में आगामी वित्त वर्ष में 1000 गांवों के तालाबों की री-मॉडलिंग की जाएगी। वित्त मंत्री ने ग्रामीण तालाबों के महत्व एवं केन्द्रीयता को उजागर करते हुए कहा कि इसके संसाधनों का नरेगा योजना के साथ तालमेल स्थापित करके 100 करोड़ रुपये की राशि खर्च की जाएगी। उन्होंने कहा कि औद्योगिक श्रमिकों की आवास की समस्या दूर करने के लिए 25 करोड़ रुपये की राशि निर्धारित की गई है जो आगामी वर्ष में खर्च की जाएगी। सरकार ने प्रोत्साहन पैकेज के तहत पुलिस कर्मियों के लिए आवास सुविधाएं सृजित करने हेतु 25 करोड़ रुपये की राशि निर्धारित की है। सरकार ने दो नव सृजित जिलों नामत: मेवात एवं पलवल में कर्मचारियों के लिए पर्याप्त आवास सुविधा के साथ-साथ सरकारी कार्यालय भवन स्थापित करने के लिए 50 करोड़ रुपये निर्धारित किए हैं। सार्वजनिक निजी भागीदारी में बीओटी आधार पर मुख्य बस अड्डों का विकास एवं आधुनिकीकरण किया जाएगा। उन्होंने कहा कि जवाहर लाल नेहरू राष्ट्रीय शहरी नवीकरण मिशन योजना के तहत 200 करोड़ रुपये की लागत से फरीदाबाद में एक आधुनिक एवं प्रभावी इंट्रा-सिटी बस सेवा उपलब्ध करवाई जाएगी। सरकार की सार्वजनिक-निजी भागीदारी के आधार पर गुड़गांव में इंट्रा-सिटी बस सेवा स्थापित करने की भी योजना है।
न्याय के लिए संघर्ष कर रहे पिता ने की खुदकुशी
दुष्कर्म के बाद पुत्री की हत्या के मामले में न्याय की लड़ाई लड़ रहे लाचार पिता ने दबंगों की प्रताड़ना से तंग आकर बृहस्पतिवार रात खुदकुशी कर ली। पुलिस को उससे सुसाइड नोट भी मिला है। इसके बाद 11 आरोपियों के खिलाफ मामला दर्ज कर जांच शुरू कर दी है। वाकये के मुताबिक भिवानी के गांव चांगरोड़ में बृहस्पतिवार रात दबंगों ने रतिराम के मकान पर हमला बोल दिया और उसकी पत्नी रामकला देवी के साथ मारपीट की। झगड़ा बढ़ता देख रतिराम अपनी पत्नी को लेकर घर के अंदर चला गया तो हमलावरों ने घर पर पथराव शुरू कर दिया। दबंग तो बाद में चले गए लेकिन उनकी धमकियों से दहशत में आए रतिराम ने देर रात्रि फांसी लगाकर आत्महत्या कर ली। इससे पूर्व उसने एक पन्ने का सुसाइड नोट भी लिख दिया। शुक्रवार सुबह रतिराम की पत्नी रामकला देवी ने पुलिस को बताया कि पिछले वर्ष 4 सितंबर को उसकी 15 वर्षीय पुत्री की लाश गांव की मुख्य सड़क पर मिली थी। उस समय रतिराम ने एक पुलिस कर्मी, गांव की ही एक महिला व दो युवकों के खिलाफ बेटी के साथ दुष्कर्म कर हत्या करने का आरोप लगाया था। मामले में एक पुलिसकर्मी के शामिल होने के कारण पुलिस ने इसे सड़क हादसा बताकर मामला दबा दिया था। लेकिन रतिराम ने हार नहीं मानी और कोर्ट के इस्तगासा दायर कर आरोपियों के खिलाफ कार्रवाई की मांग की। न्यायालय ने चारों आरोपियों के खिलाफ दुष्कर्म व हत्या का मामला दर्ज करने का आदेश दिया था। पुलिस ने इस संबंध में 24 जनवरी को मामला दर्ज कर लिया था लेकिन अब तक किसी आरोपी के खिलाफ कार्रवाई नहीं की थी। रामकला देवी ने बताया कि आरोपी उन पर लगातार समझौते का दबाव बना रहे थे। गांव का ही एक आपराधिक प्रवृति का युवक बार-बार उनसे झगड़ा कर रहा था। इस कारण वे लोग लगभग ढाई माह से किसी रिश्तेदार के यहां रह रहे थे। घटना के मात्र पांच दिन पूर्व ही वे गांव में वापस आए थे। तीन दिन पूर्व उन पर दबाव बनाने के लिए मारपीट भी की गई थी। पुलिस ने इस मामले में एक आरोपी को गिरफ्तार कर लिया था। रामकला ने बताया कि इस पर बौखलाए दबंगों ने रात्रि में उन पर हमला कर दिया। इस कारण उसके पति रतिराम को आत्महत्या जैसा कदम उठाना पड़ा। पुलिस व एफएसएल टीम ने मौके का मुआयना कर घटना का जायजा लिया तथा सुसाइड नोट अपने कब्जे में कर लिया। शव का पोस्टमार्टम दादरी के सरकारी अस्पताल में चिकित्सकों ने बोर्ड ने किया। पुलिस ने इस संबंध में एक महिला सहित 11 आरोपियों के खिलाफ मामला दर्ज कर लिया है।

Rural population is the key growth driver of India's telecom industry though affordability still remains a key issue, a study released here on Thursday said. According to the study by LIRNEasia, and information and communication technology policy organisation, 27 per cent of the total mobile owners at the bottom of the pyramid (BOP), or the poorest socio-economic group, were added last year, whereas the urban areas added only 19 per cent. "Just five years ago, the massive momentum developed by the Indian telecom industry did not include rural areas. But now, the picture is different," the study said. It added that phone ownership—both landline and mobile—at the BOP increased a whopping 131 per cent between 2006 and 2008, reports IANS."Affordability still remains a key issue for the people at the bottom of the pyramid to buy mobile phones," LIRNEasia Chairman and Chief Executive Rohan Samarajiva said. Mobile ownership is as high as 40 per cent at the BOP whereas the fixed phone ownership is eight per cent. The study said India has a large second hand mobile phone market. "Most of the rural customers on an average spend US $34.82 to buy a second hand phone and approximately US $48 for a new phone," Samarajiva said.However, a major chunk of the people still utilise only voice services and services like payment through mobile. Other value-added services are still at a negligible level, the study said.
