रोहतक का ब्लैक थर्सडे

गुरुवार का दिन रोहतक की कानून व्यवस्था के लिए कला दिन साबित हुआ। बुधवार मध्यरात्रि के बाद सेक्टर १ में हुए धमाके ने प्रशासन की पोल खोल दी। धमाके से कोई हताहत तो नहीं हुआ और यह कई हलके किस्म कई बम था लेकिन शहर में पहली बार हुए इस धमाके ने पुलिस के लिए चुनौती तो पेश कर दी है।
पुलिस अभी इसी उलझन से निकल ही नहीं पी थी सिंघपुरा गांव में किसान कि हत्या ने हड़कंप मचा दिया। किसान कई शव खून से लथपथ मिला।
police इससे बचने के लिए भी बहाने सोच रही थी कि देर रात दो लोगों की हत्या हो गई। दोनों को सरेआम गोली मार दी गई। इनमें एक तो पुलिस कई ऐ एस आई ही है। इनके बारे में देखतें हैं पुलिस क्या बहाने ढूंढती है।
एक वारदात गांव रिटौली कबूलपुर और दूसरी गांव कतवाडा में हुई। कतवाडा में पुलिस का ही एक अधिकारी मारा गया। किसी ने उसे गोली मार दी।
रिटौली कबूलपुर में गांव के सरपंच के चाचा को गोलियों से भून दिया गया। इस हत्या को पुरानी रंजिश से जोड़ कर देखा जा रहा था। जमीनी विवाद में वह बुधवार को गवाही देने के किए गया था।

फिसड्डी साबित हुआ शिक्षा बोर्ड

हरियाणा विद्यालय शिक्षा बोर्ड के नतीजों ने एक बार फ़िर शिक्षा व्यवस्था पर सवाल खड़े कर दिए हैं। आठवीं और दसवीं के पहले सेमेस्टर के परिणाम 2007 के ९० फीसदी के मुकाबले गिर कर २८ फीसदी पर पहुँच गए। मिडल और मैट्रिक का परिणाम २ दिसम्बर को घोषित हुआ। १० सितम्बर से ३ अक्टूबर तक २२ लाख छात्रों ने मिडल और मैट्रिक की परीक्षा दी थी। बोर्ड ने पहले तो परिणाम घोषित करने में ही देर कर दी और जब परिणाम आए तो सबकी साँसें हलक में अटक गई। अब छात्रों को दो माह बाद दूसरे सेमेस्टर के साथ पहले सेमेस्टर की पूरक परीक्षा भी देनी होगी। इतनी बुरी हालत देखने के बाद भी बोर्ड के अधिकारी नई शिक्षा नीति को सही बता रहे हैं।

तेज़ हुई चुनावी हलचल

प्रदेश में चुनावी माहौल नित गर्माता जा रहा है। हजकां ने चुनावी अभियान की शुरुआत करते हुए प्रदेश में गुडगाँव और फरीदाबाद लोकसभा क्षेत्र से अपने उम्मीदवारों की घोषणा कर दी। हजकां सुप्रीमो कुलदीप बिश्नोई ने भिवानी में मंगलवार को रैली के दौरान यह एलान किया। गुडगाँव से राव नरबीर और फरीदाबाद से चन्द्र भाटिया को मैदान में उतारा गया है। इससे पहले बीएसपी प्रदेश में आठ सीटों पर अपने प्रत्याशी की घोषणा कर चुकी है।

विश्व बोक्सिंग में छाएंगे हरियाणवी छोरे

विश्व बोक्सिंग में जलवा दिखाने के लिए मंगलवार रात भारतीय दल मोस्को के लिए रवाना हो गया। इन खेलों में एक बार फ़िर हरियाणवी छोरों पर नज़र रहेगी। हालाँकि बीजिंग के स्टार विजेंदर प्रतियोगिता से नाम वापस ले चुके हैं लेकिन सब की निगाहें स्टार मुक्केबाज अखिल पर रहेगी। अखिल हालाँकि ओलंपिक में क्वार्टर फाइनल में हार गया था लेकिन पूरे देश को उनसे काफी उम्मीदें थी। अखिल के अलावा इस दल में ओलंपिक में क्वार्टर फाइनल तक पहुंचे जितेंदर और भिवानी के ही दिनेश भी भारतीय टीम में हैं। इस प्रतियोगिता में ओलंपिक के क्वार्टर फाइनल तक पहुंचे खिलाड़ियों को भाग लेना था लेकिन कुछ खिलाड़ियों द्वारा नाम वापस लेने से दिनेश को जगह मिल गई। इसके अलावा दिल्ली के ऐ के लाकड़ा को भी मौका मिल गया। अखिल और जितेंदर से देश को एक बार फ़िर काफी उम्मीदें हैं। वर्ल्ड कप १०से १४ दिसम्बर तक मोस्को में आयोजित होगा।

सिरसा की छोरी जूनियर हॉकी टीम में

सिरसा के जोधकां गांव की छोरी भारतीय जूनियर हॉकी टीम में चुनी गई है। स्वास्थ्य केन्द्र में कार्यरत महेंद्र सिंह पूनिया की बेटी सविता ११ दिसम्बर से मलेशिया में होने वाली एशियन जूनियर हॉकी प्रतियोगिता में भाग लेगी। सविता के चयन से गांव में जश्न का माहौल है। सिरसा के डिंग में जन्मी सविता ने हॉलैंड और जर्मनी में भी अभ्यास किया है।

बनेगा पहला महा मृत्युंजय यंत्र

महामृत्युंजय के जाप से सवा लाख जाप के बराबर लाभ मिलता है। इसी तर्ज़ पर हिसार की धरती से जुड़े स्वामी सहजानंद नाथ एक ऐसे यंत्र का निर्माण करने में जुटे हैं जिसकी परिक्रमा करने से सवा लाख महामृत्युंजय के जाप का फल प्राप्त होगा। हिसार के गांव mayyar के स्वामी सहजानंद नाथ मध्यप्रदेश के होशंगाबाद जिले के इटारसी में नर्मदा नदी के तट पर ५४ फ़ुट वर्गाकार भूखंड पर ५४ फ़ुट ऊंचा विशाल महामृत्युंजय यंत्र का निर्माण करने जा रहे हैं। करोड़ों की लागत से बनने वाले इस यंत्र के निर्माण के लिए वर्ष २०१२ का लक्ष्य रखा गया है। इस यंत्र की प्राण प्रतिष्ठा पर ५४ करोड़ महामृत्युंजय मंत्र का जाप होगा और इसके लिए सवा लाख पंडितों को आमंत्रित किया जाएगा। विश्व में पहली बार इस तरह की रचना का निर्माण हो रहा है। योगी सहजानंद नाथ ने यह जानकारी देते हुए बताया कि १९ सालों कि तपस्या के बाद इस यंत्र को निर्माण करने में सिद्धता हासिल कर ली है। उन्होंने बताया कि महामृत्युंजय में ५२ शब्द होते हैं और शक्तिपीठ भी ५२ हैं। इसी प्रकार रीढ़ में ५२बिन्दु होते हैं। यंत्र कि स्थापना इटारसी में किए जाने पर रोशनी डालते हुए योगी ने बताया कि मानचित्र में भारत का नक्शा मानव के शरीर कि तरह दिखता है। देश के केंद्र में ही मध्यप्रदेश है और नर्मदा के किनारे वन में स्थापित इटारसी दिल कि भांति शरीर के केन्द्र में दिखता है।

Theinformer needs not to disclose his identity while giving informationor taking the amount of incentive. He is required get noted a code anda code number is provided by the DHBVN. On providing corredt codes,the informer would be given 40 per cent of the amount of penaltyrecovered on detection of the theft of power. Twenty per cent ofamount of recovered penalty will be distributed among the members ofrading team and the officer who recover the amount of penalty.The number of information received under the theft informer scheme hasincreased to 10,137 following which 1779 thefts, involving a penaltyof Rs. 3.99 crores, have already been detected by the DHBVN officials.Under this scheme, 40 per cent of the recovered amount of penalty isgiven as incentive to the informer. The theft being committed in thearea of the Uttar Haryana Bijli Vitran Nigam can also be informed onthe telephone number 01662 – 221527.The spokesman said that the DHBVN officials detected over 12,276 casesof theft during the current financial year, up to the month ofOctober, and imposed penalty amounting to about Rs. 27 crores on theerring consumers. Over 2627 of the theft cases were detected duringthe month of October, 2008.He said that the officials of DHBVN, including Operation andVigilance Wings, checked/raided 69 thousand meters in total to detectthe thefts. About 50 per cent of amount of penalty has already beenpaid by the consumers while, in about 4100 cases, the DHBVN officialshave reported the matter to the Police for lodging FIR.Meanwhile, DHBVN has offered an attractive scheme for settlement oftheft cases pending in various courts, through Mega Lok Adalat, bypaying 50 per cent of the penalty. Surcharge levied on the arrears insuch cases will be waived off.The Nigam has introduced this one time "Settlement Scheme" fordisputes pending in courts, in view of ensuing Mega Lok Adalatsscheduled to be held on December 20 & 21, 2008 at all the districthead quarters of Haryana. He said that the scheme would be available to all categories ofconsumers including the theft of electricity cases and would cover alldisputes with consumers pending in courts including DCDRF, StateCommission or in arbitration, etc. as on October 31, 2008. All such disputes where penalties have been levied can be settledthrough the said Mega Lok Adalats provided the consumers or theapplicants pay 50 per cent of the amount initially assessed, withoutany surcharge.

लौट आया बिजेंदर

सोमालियाई लुटेरों के चंगुल से छूटकर बिजेंदर अपने गांव kharawad वापस लौट आया। बिजेंदर सहित पूरा भारतीय दल मंगलवार सुबह दिल्ली पहुँच गया था। जहाज के कैप्टन प्रभात गोयल थे।

लौट आएगा बिजेंदर

सोमिलियाई लुटेरों द्वारा समुद्री जहाज को छोड़ देने के बाद चालक दल के अन्य सदस्यों के साथ २४ दिसम्बर को सुबह घर पहुँच आएगा। सूचना मिलते ही रोहतक जिले के खरावड़ गांव में उसके परिजन और गांव वाले स्वागत की तैयारी में जुट गए। बिजेंदर एम टी स्टोल्ट वेलर जहाज में काम करता था। उनका जहाज करीब दो माह पहले सोमालियाई लुटेरों ने kidnap कर लिया था। रविवार को परिजन उसके स्वागत के लिया दिल्ली पहुँच गए। गांव में उसका जोरदार स्वागत किया जाएगा। उनका जहाज दो माह तक समुद्री लुटेरों ने बंधक बनाये रखा।

दिल चोर ने लूट लिया गुजरी के शहर का दिल

दिल चोर ने अपनी आवाज से ऐसा जादू बिखेरा कि गुजरी के शहरवासी भक्ति के रस में डूब गए। मारवेल टाउनशिप में माता के जागरण में इस सूफी गायक ने भक्ति के ऐसे रंग बिखेरे कि पूरा शहर जय माता दी के जयकारों से गूँज उठा। हंस के भजनों ने सब को थिरकने पर मजबूर कर दिया।

पानीपत में ट्रेन लूटी

पानीपत में दीवाना स्टेशन के पास बदमाशों ने बरौनी एक्सप्रेस में जमकर लूटपाट की। बदमाशों ने गोहाना से बिहार के अररिया में जा रहे मोहम्मद इजहार और मोहम्मद आलम से ४६हजार से अधिक रुपये लूट लिए। दोनों ने बताया कि ट्रेन जब दीवाना स्टेशन के पास पहुँची तो कुछ युवकों ने उनसे मारपीट शुरू कर दी। गाड़ी जब सोनीपत में रुकी तो युवक फरार हो गए।

शिक्षा पर खर्च में हरियाणा फिसड्डी

शिक्षा के प्रसार पर पैसे खर्च करने में हमारा प्रदेश बिहार और झारखण्ड जैसे पिछडे राज्यों से भी फिसड्डी है। हालाँकि उसके पास प्राईमरी शिक्षा के प्रसार के लिए पैसे कि कमी नहीं है, लेकिन फंड के खर्च में हरियाणा का प्रशासन सबसे पीछे है। प्रदेश में कस्तूरबा गाँधी विधालयों के लिए आवंटित धन में से हरियाणा सितम्बर तक केवल 27 फीसदी ही खर्च कर पाया। बिहार और झारखण्ड जैसे पिछडे राज्यों का प्रदर्शन भी हमसे बेहतर रहा। पड़ोसी पंजाब तो 94 फीसदी खर्च कर अव्वल नम्बर पर है। आधा वर्ष बीत जाने के बाद भी सर्व शिक्षा अभियान, राष्ट्रीय प्राईमरी बालिका शिक्षा कार्यक्रम जैसी योजनाओं का पैसा अभी भी कागजी कार्रवाई में अटका है।

रोहतक में आतंक का साया

अब प्रदेश की राजनीतिक राजधानी रोहतक पर आतंक का साया है। रोहतक के आई जी के आवास पर २० नवम्बर की शाम को एक फ़ोन आया। दिल्ली से आए इस फ़ोन ने न सिर्फ़ पुलिस, बल्कि पुरे प्रदेश में हड़कंप मच गया। फ़ोन करने वाले ने ख़ुद को अल- कायदा का आतंकी बताते हुए २१ नवम्बर को रोहतक में तीन धमाके करने की चेतावनी दी। उसने बताया कि धमाका रेलवे स्टेशन, बस अड्डा ओ अन्य जगह पर होगा।

सी एम का शहर होने के कारण अ धिकारी स तर्क हो गए। पुलिस ने नम्बर को ट्रेस करना शुरू किया। साथ ही पुलिस ने सभी स्थानों पर सुरक्षा कड़ी कर दी और हर आने-जाने वाले पर नज़र रखी जाने लगी। पुलिस हालाँकि इसे अफवाह बताती रही और फ़ोन करने वालों का भी सुराग लगाने का प्रयासः करती रही। शहर में दिनभर हड़कंप मचा रहा । इस तरह दिन बीत गया और कुछ नही हुआ लेकिन अफसरों कि सांसे फूली रहीं।

139 Carore for HVDS

Hisar... The Government of India has sanctioned an ambitious plan of Rs. 139.24 crores of the Dalshin Haryana Bijli Vitran Nigam (DHBVN) to create high voltage distribution system (HVDS) or armoured/aerial bunched cable based distribution system (ABCDS) in 406 villages under the Operation Divisions, Narnaul and Dharuhera in districts Mahendragarh and Rewari falling under the National Capital Region (NCR).It was disclosed by Mr. Anurag Agarwal in a meeting of senior officers of the DHBVN held here last evening to review progress of development works of the Nigam.He said that the scheme, to be completed in two years period, would be funded by the National Capital Region Planning Board (NCRPB) under the National Capital Region Scheme taken up by the Ministry of Urban Development, Government of India. This programme of the Central Government envisages funding of activities related to up gradation of power distribution system, creating high voltage distribution system, relocation of meters, etc. in villages in NCR Zone. These areas of district Mahendragarh and Rewari, under Operation Circle Natnaul of the DHBVN, are part of NCR.Under this important scheme, HVDS or ABCD system would be created would be created in 406 villages in the districts. HVDS will be created in the villages having more than 300 houses while in the villages having lesser number of houses, ABCD system will be created for distribution of electricity.Under this system of international standard, small capacity (25 KVA) transformers would be used in larger number and insulated conductor would be used for safety. With the creation of HVDS system people would get qualitative power supply at better voltage level with minimum interruptions. Aggregate transmission and commercial (AT&C) losses, which are presently 40 per cent on these feeders, would reduce considerably with the creation of the new system. Ring mains of 11 KV level will be created under HVDS system and a larger number of 25 KVA transformers will be installed from where, the consumers will get power supply through independent armoured cables.Mr. Agarwal said that the DHBVN would set up additional 3073 transformers, to the existing network of 15,000 transformers in this area of Narnaul Circle, under this plan. The Nigam would replace 673 kilometre long low tension (LT) lines with high tension (HT) lines and 1608 kilometre long necked LT conductor with aerial bunched /armoured cable. All the meters in the areas would be shifted from the premises of consumers to out side on poles.

130 Carore for Power devolpment

Hisar...The Dakshin Haryana Bijli Vitran Nigam (DHBVN) and the Haryana Vidyut Prasaran Nigam (HVPN) have completed the power development works of Rs. 130 crore on power development in Faridabad town during last over three years, while works of hundreds of crores are in progress. The DHBVN spent over Rs. 119 crore to strengthen power distribution system and improve service in Faridabad town. It added 2371 distribution transformers and augmented capacity of 505 existing transformers increasing the transformation capacity by 202699 KVA at a cost of Rs. 27.79 crore. The total number of transformers in Faridabad has increased to 2876. The Nigam erected new high tension and low-tension distribution lines of a length of 1104 kilometers increasing the total network of distribution lines to 3597 kilometers at a cost of Rs. 17 crore. As many as 21 overloaded feeders of 11 KV level were bifurcated into feeders of proper load and length, conductor of 10 old feeders was replaced with aerial bunched cable measuring 45 kilometers, old conductor measuring 506 kilometers was replaced with new conductor of higher capacity and 15 new 11 KV feeders were erected to raise total number of feeders in the town to 302. Since March 2005, the HVPN has commissioned five new substations and augmented capacity of existing nine substations at a cost of Rs. 11.83 crores to strengthen power transmission system in Faridabad. The new substations include 66 KV substation Escort-I in the town.With the augmentation of power transmission and distribution system and increased availability of power, the DHBVN could increase power supply by 33.50 percent during last over three years.To improve services to consumers, the DHBVN Established a Bijli Suvidha Kendra, which is giving call, center like service to consumers to get registered their power supply related complaints. Vehicles were provided to complaint staff and the staff started attending complaints during night hours also. In Faridabad town, six customers care Centres were started to give single window service to customers for their different works. Bill payment service was improved by providing additional facilities of Easy Bill, TSI M/C, Banks, Online, etc. The Nigam engaged ex-servicemen for meter reading and billing service and system of spot billing was also introduced in the town.

बदमाशों को ग्रामीणों ने सिखाया सबक

पानीपत : सनौली के निकट गांव गोयालाखेडा में मकान पर कब्जा करने आए बदमाशों को ग्रामीणों ने जमकर सबक सिखाया और उन्हें दौड़ाकर पीटा। पिटाई से एक बदमाश की मौत हो गई और पाँच अन्य गंभीर रूप से घायल हो गए।

गोयालाखेडा में उप के मुजफ्फरपुर का अरविन्द अपने नाना के घर रहता था। २० नवम्बर को जीप और अन्य वाहनों पर सवार होकर एक दर्जन से अधिक बदमाश पहुंचेऔर मकान से समान को बाहर फेंक दिया। उसके बाद छप्पर गिराना शुरू कर दिया। इतना ही नहीं बदमाशों ने महिलाओं से मारपीट शुरू कर दी। यह देखकर ग्रामीण भड़क गए और बदमाशों को घेरकर पीटना शुरू कर दिया। ग्रामीणों ने बदमाशों की जीप और वहां भी तोड़ दिए। पिटाई से एक बदमाश की मौत हो गई। पाँच और घायल हो गए। पुलिस सुचना पाकर मौके पर पहुँची और घायलों को अस्पताल पहुँचाया.

suicide मामले में एक और गिरफ्तार

सिरसा के एलनाबाद में सुसाईड मामले में एक और को पुलिस ने गिरफ्तार कर लिया। भागीराम ख़ुद को मानव गो रक्षा क्लब का सदस्य है और उसने भी आत्मबलिदान की धमकी दी थी। पुलिस के सामने उसने कहा कि वह क्लब की नीतियों का समर्थक है। इससे पहले क्लब के अध्यक्ष जरनैल सिंह बरार को पुलिस गिरफ्तार कर चुकी है। आत्मबलिदान की धमकी देने वाले ३४ सदस्यों में से १४ पहले ही इस तरह कि धमकी से मुकर चुके हैं। अब पुलिस को १६ सदस्यों कि तलाश है। जहर खाकर जान देने वाले दोनों लोगों कि हालत अब खतरे से बाहर है। पुलिस अब उनके खिलाफ कानूनी लडाई कि तैयारी कर रही है।

विदेश मंत्री प्रणब मुखर्जी ने परमाणु करार को राष्ट्रहित में बताते हुए कहा कि अगर भारत को तरक्की की राह पर यूँ ही आगे बढ़ना है तो परमाणु करार उसे मंजिल तक पहुँचायेगा। विकास के लिए सबसे बड़ी जरूरत बिजली की है और हमें ५० हजार मेगावाट बिजली कि जरुरत पड़ेगी और परमाणु उर्जा से हम इस लक्ष्य को प्राप्त कर सकते हैं।
